Tulsa, OK – The Tulsa City Council tangles with acting City Attorney David Pauling. The Council has already passed a resolution of no-confidence in Pauling's skills.
He told the council only the Mayor had the right to issue budget amendments. Councilor G-T Bynum called that "outrageous".
