Tuesday's top stories:

• The Oklahoma House of Representatives on Monday passed a bill banning transgender women and girls from participating in school sports.

• U.S. Attorney General Merrick Garland returned to Oklahoma City on Monday for remarks marking 26 years since the domestic terrorist attack on the Murrah Federal Building that killed 168. He said the Department of Justice is still grappling with domestic extremist violence today.
