A man and a woman are in jail and their children are in protective custody.
The pre-school kids, ages 3 and 4, were found wandering the streets of West Tulsa. They were barefoot and without coats in yesterday's 30-degree weather.
The sheriff's office says the parents Mathew and Storme Campbell-Brown were found passed out at home. Deputies say drug paraphernalia was in the room.
