Wednesday's top stories:

• The FEMA-supported vaccine site that opened last week at Tulsa Community College's Northeast Campus is administering shots at a "very, very low" rate, according to the Tulsa Health Department.

• A Democratic organizer wants to gather enough signatures for a ballot referendum to undo Gov. Kevin Stitt's recent signing of a bill granting immunity to drivers who injure or kill protesters and increasing penalties for protesters who block roadways.

• A tornado watch and flood watch were in effect for Tulsa and nearby counties Wednesday morning, with up to six inches of rain possible through Thursday for parts of Green Country.
